A Safety Management Program (SMP) documents the arrangements for managing safety throughout defined project activities and operations. Developed from the organisation’s HSE management system, it establishes policies, objectives, responsibilities and project-specific safety requirements. The program addresses applicable legal requirements and coordination between the operator, contractors and other involved parties. Key elements include personnel competency, contractor management, risk assessment, permit-to-work systems and safe working practices. Management of change, incident investigation and emergency preparedness are integrated to support effective risk control. Monitoring, audits, management review and document control provide the basis for evaluating implementation and continual improvement. The completed SMP supports consistent safety management and submission for regulatory review and approval, where required.
